China scales back military ties with US over F-16s (AP)

NEW YORK ? China plans to cancel or postpone some U.S.-China military exchanges after Washington last week announced it would upgrade Taiwan's fleet of F-16 fighter jets, a senior U.S. official said.

Secretary of State Hillary Rodham Clinton met Monday with Chinese Foreign Minister Yang Jiechi, who urged the U.S. to reconsider the arms sale, warning it would undermine the trust and confidence between the two sides.

China regards self-governing Taiwan as part of its territory and cut military ties with the U.S. for several months after the last major arms sale, including Black Hawk helicopters, announced in early 2010.

China's response this time has been more restrained, apparently because the U.S. did not agree to sell new F-16 plans that Taiwan also wants.

The U.S. is obligated under legislation passed by Congress in 1979 to supply Taiwan with weapons for its self-defense. The military balance across the 100-mile (160-kilometer) -wide Taiwan Strait has tipped heavily in the mainland's favor, as Beijing has ramped up defense spending in the past decade or more.

At Monday's meeting, Yang did not threaten any specific consequences over the latest $5.85 billion sale. But the senior U.S. official said he was told by Chinese officials in other meetings that China would suspend, cancel or reschedule some military-to-military exchanges.

The official gave no further details and spoke on condition of anonymity because of diplomatic sensitivities.

The Obama administration has deepened ties with Beijing, and sees the military exchanges as mitigating the risk of U.S. forces tangling with China's in East Asia and the West Pacific. In July, Adm. Mike Mullen, chairman of the U.S. joint chiefs of staff, traveled to China, the first visit of its kind in four years. That followed a visit to the U.S. in May by his Chinese counterpart, Chen Bingde.

Clinton said Monday that the upcoming weeks and months will be difficult diplomatic times and there is a great need for the U.S. and China to coordinate and cooperate. She defended the arms sale as a U.S. action to maintain peace and security across the Taiwan Strait, and voiced U.S. support the improvement in ties between the mainland and Taiwan.

Last year, Taiwan and China inked a historic trade pact, and tensions are at their lowest since the two sides split amid civil war in 1949.

Both Republican and Democrat lawmakers have criticized President Barack Obama's decision not to authorize the sales to Taiwan new planes, a deal worth billions to the arms industry. But Democrat senators last week blocked legislation introduced by Republican Sen. John Cornyn aimed at forcing Obama to allow the sales of 66 F-16s.

Copping a Latitude: Genetics Supports Idea Cultural Interaction Was More East to West Than North to South

The finding supports a case made by Jared Diamond and others that migration along the same lines of latitude in Eurasia promoted the sharing of crops, animals and technology, but that wide variations in climate found in the New World's north-to-south orientation hindered cultural exchanges

East often meets West and vice versa, but did North frequently meet South when it comes to the history of people and technological innovations migrating across the continents? New genetic analysis suggests the way that continents are oriented may indeed have played a key role in our cultural interactions over time.

For decades scientists have suggested that the east-west orientation of Eurasia helped spread ancient culture and technological innovations such as agriculture and writing more rapidly than occurred in the oppositely oriented Americas, with biologist and ecologist Jared Diamond perhaps most famously making this case in his Pulitzer Prize?winning Gun, Germs and Steel: The Fates of Human Societies (W. W. Norton & Co., 1999). The idea is that populations at comparable latitudes experience largely similar climates, making it easier to adapt crops and domesticated animals and, consequently, humans and technology to new locations east to west. On the other hand, migrating across lines of latitude, north to south, involves adapting to new climates.

Given this notion, genetic analysis might reveal greater differences among human populations north to south than east to west within continents, says population geneticist Sohini Ramachandran at Brown University. If migration is harder across lines of latitude than longitude, then populations would be more isolated north to south, giving them more chances to diversify compared with one another.

To see if this was the case, Ramachandran and her colleague Noah Rosenberg at Stanford University analyzed genetic variation data in 678 genetic markers from 68 populations. This included data from 39 populations from Eurasia?including Europe, southern and central Asia, and the Middle East?collected from the Human Genome Diversity Cell Line Panel, along with 29 populations from Native American groups, such as the Cree, Ojibwa, Maya and Zapotec, gathered by former collaborators of the researchers. "Only recently did we have the kind of genetic data to perform this kind of comparative analysis of Native American and Old World populations," Ramachandran says.

The researchers measured how distant or divergent each population was from one another in terms of both mileage and genetic variation. They discovered more genetic differences north to south in the Americas than over comparable distances east to west in Eurasia, findings detailed online September 13 in the American Journal of Physical Anthropology.

"The findings here are very interesting, with the implications that patterns of technological innovations were influenced by our physical climates and physical environments," says evolutionary anthropologist and human population geneticist Jeffrey Long at the University of New Mexico, who did not take part in this study. "We tend to think of humans as separated from ecology, and in fact there has been ecological structuring of our recent history, and perhaps even in the rise of cosmopolitan society. It's nice for me to see the field of human population genetics maturing out of the who-begat-who phase and into investigating these larger questions."

In the Americas distance north to south explained a good deal of genetic variation. Distance east to west did so as well, although to a lesser extent. This is probably due to the diagonal northwest-southeast positions that North and South America have in relation to each other, respectively.

One potential caveat regarding these findings is that culture and technology could spread from one population to another without them otherwise intermingling and sharing genes, Ramachandran says. As such, although they found evidence that changes in latitude could impede genetic flow, it might not necessarily impair cultural or technological flow.

Future research could go into even finer detail when it comes to ancient obstacles to migrations, including mountain ranges and other physical barriers as well as social barriers such as marriage practices or language differences, Ramachandran suggests. "We can develop new insight into the effects of geography and culture on recent human evolution as we gather more and more genetic data from human populations," she says. Further studies could also look at the impact of patterns of genetic variations on health, Long adds.

After inspectors apprehended the man and escorted him behind a turnstile at the crossing, he reached into his waistband and pulled out a chrome-finished replica handgun, which he raised above his head.

"Several people reported hearing the handgun making a noise consistent with a gunshot," the police said in a news release.

"In response, two Customs and Border Protection officers fired at the suspect," it added.

The man was rushed to a hospital trauma center, where he underwent surgery for his injuries. His condition was not immediately known on Friday.

The San Diego Police Department's Homicide Unit is investigating the use of force in this incident, while the Immigration and Customs Enforcement agency are weighing bringing criminal charges against the injured man.

A spokeswoman for U.S. Customs and Border Protection agency in San Diego said officials closed the pedestrian facility to travelers after the shooting to allow detectives to complete their investigation.

They later opened two vehicle lanes at the port to process pedestrians. The facility was open as normal on Friday.

Californians Still Strongly Support Prop 13 Real Estate Tax Limits ...

SAN FRANCISCO (KCBS) ? Some decisive numbers from the latest Field Poll show that Californians are resolute in their support for Proposition 13, the 1978 amendment to the California Constitution limiting the tax rate of real estate.

?By a greater than 2-to-1 margin voters oppose the idea of changing Prop 13 to enable the Legislature to increase taxes, with either a simple majority or, when we tested a second alternative, a 55% majority,? summed up Field Poll director Mark DiCamillo.

?It?s interesting,? he added, ?majorities across all parties support Prop 13, certainly the Republicans are the strongest in favor.?

And, he added that it wasn?t just homeowners who expressed support for Prop 13. Renters support Prop 13, too.

?Renters probably believe that if you raise the property taxes of the landlord they will probably pass it along to the renter.?

In order to drive your real estate investing business to the next level of success, it is necessary to do most if not all, good deals that come your way.

For example, you can do deals that involve buying properties subject to the existing mortgage, such as lease to own or rent to own. Such deals cannot be financed through a traditional mortgage or hard money lenders.

This means that deals that are out of reach to other real estate investors are within your reach.

Secondly, some deals require speed to make them happen. If you already have private money investors lined up, you can have your deals funded within a few days. A house going through foreclosure may be out of reach when you have to go through hoops to get financing. With private money, you can close any deal with the speed required to make it happen.

Thirdly, private money is cheap. Even though private money investors get a higher return on their investment than traditional lending, the cost of getting private money is still less than hard money, or seeking a partner.

To sum it up, with private money, you have a cheap source of ready cash available to finance most, if not all, of your estate investing deals at a short notice.

Two plead not guilty to harassing Palin attorney (Reuters)

ANCHORAGE, Alaska (Reuters) ? A Pennsylvania father and son pleaded not guilty on Wednesday to federal charges they harassed an attorney for former Alaska Governor Sarah Palin in phone calls authorities say followed their similar badgering of Palin herself.

Shawn Christy, 19, and his father Craig Christy, 47, entered their pleas during an appearance in U.S. District Court in Anchorage, Alaska.

The two are accused of making hundreds of harassing and threatening calls in early August to Fairbanks attorney John Tiemessen, who represents Palin and her family, and to workers at Tiemessen's law firm.

The calls were laced with profanities, and Shawn Christy also used repeated anti-Semitic slurs, an affidavit filed in the case said.

Shawn and Craig Christy were each charged with a single count of making harassing interstate telephone calls, an offense that carries a maximum penalty of two years in prison and a $250,000 fine, followed by a year of supervised release, Assistant U.S. Attorney Retta-Rae Randall said.

At the hearing on Wednesday, Federal Magistrate Judge Deborah Smith set a trial date of November 21.

The father and son, arrested last month in Pennsylvania, appeared separately in court in yellow jail suits and handcuffs. A hearing to determine potential bail conditions for the two men was set for Monday.

Both men were already the subject of restraining orders issued by a state court over repeated telephone calls that authorities say they made to Palin, her parents and a longtime Wasilla friend, Kristan Cole.

Palin first won a restraining order against Shawn Christy last year. In a court hearing this year, she described the teen as being obsessed with her and said he made sexual threats.

In May, the state court issued a new restraining order against Shawn Christy and a similar order against Craig Christy over calls he made to the Palin camp.

Those orders restricting the pair from contacting Palin, her family and friends remain in effect, Randall said at Wednesday's arraignment.

NASA says its derelict Upper Atmosphere Research Satellite is expected to make its final fiery plunge sometime on Friday afternoon ET and notes that "the satellite will not be passing over North America during that time period."

This afternoon's update suggests that Americans are not at any risk for injuries or property damage due to satellite debris. It also means they'll miss out on the fireworks.


For two weeks,?experts on orbital debris?have been telling people that the 20-year-old, bus-sized spacecraft would soon fall through the atmosphere and drop about two dozen pieces of debris on Earth ? but until today, there was too much uncertainty to?say exactly which day that would happen. In the morning update, NASA narrowed the time frame down to Friday. The forecast was refined further at 6:35 p.m. ET. But NASA said?it couldn't yet be any more precise than to say it'll be Friday afternoon, Eastern Daylight Time.

"It is still too early to predict the time and location of re-entry with any more certainty, but predictions will become more refined in the next 24 to 48 hours," NASA said.

The six-ton satellite's orbit is limited to between 57 degrees north latitude and 57 degrees south, spanning the?width of the world?between northern Canada and the tip of South America. In the past, Nicholas Johnson, the head of NASA's Orbital Debris Program Office, has estimated that the chances that any of the UARS debris would hit anybody were 1 in 3,200 ? which translates into a 1-in-20 trillion risk for any particular person.

NASA's Johnson told me today that he won't be recalculating the odds as the prediction becomes more precise. "At that point, we don't compute odds," he said.

NASA and its partners at the U.S. Strategic Command will be issuing updates on the timing at 24 hours before the expected fall, then at T-minus-12 hours, T-minus-6 hours and T-minus-2 hours ? and we'll be passing those predictions along. But even two hours before re-entry, experts won't be able to?project exactly where the debris will end up.

When UARS' predicament first came to light a couple of weeks ago, Johnson said the margin of error for the 500-mile (800-kilometer) fall zone would be somewhere around 6,000 miles, or a quarter of the way around the planet. The uncertainty arises because of a couple of factors: Solar outbursts, like the ones we've been getting over the past few weeks, lead to a faster decay of orbits for low-flying spacecraft. Also, the satellite is tumbling, which leads to unpredictable atmospheric-drag effects. Because there's no fuel left for orbital maneuvering, no one has any control over UARS' orbital course.

Most of the satellite will burn up in the atmosphere, but NASA estimates that about a half-ton's worth of fragments will survive re-entry and fall to Earth.?The computer models suggest that the biggest chunk would weigh about 300 pounds (150 kilograms), or as much as a refrigerator. Anyone who happened to be in the vicinity of the debris fall would see bright streaks in the sky, much like the fireworks seen when pieces of Russia's Mir space station fell to Earth in 2001.?

The most likely outcome is that the remnants of the UARS satellite?would fall into a desolate patch of ocean or an uninhabited stretch of land, far away from any witnesses or potential victims.?"Throughout the entire 54 years of the Space Age, there has been no confirmed report of anybody in the world being injured or severely impacted by any re-entering debris,"?Johnson noted two weeks ago.

A dead satellite the size of a school bus is getting lower and lower and will crash into Earth, NASA said. The best guess is that it falls on Friday. NBC's Brian Williams reports.

UARS was deployed from the shuttle Discovery in 1991, beginning a $750 million mission?to study the upper atmosphere and its interaction with the solar wind. In 2005, it was shut down and placed into a disposal orbit, and its altitude has been slowly decaying ever since. Now the descent is picking up speed: NASA said its altitude at 1:30 p.m. ET today ranged from roughly 120 to 130 miles (190 to 205 kilometers).

Nowadays, satellite operators lay out a well-defined?procedure for the safe disposal of Earth-orbiting satellites at the end of their lifetimes. In fact, NASA and its international partners are already devoting attention to what needs to be done when it comes time to get rid of the International Space Station, sometime after 2020. But back in the 1990s, when the UARS mission was launched, such issues were "really not given a lot of thought," Johnson said.

Pension Funds, Business Consortium to Invest Over $1.6 Billion in ...

Two separate initiatives formed this week could unlock more than $1.6 billion in private investment for energy efficiency projects around the U.S.

Yesterday at the Clinton Global Initiative, two of the largest U.S. pension funds, CalPERS and CalSTERS announced that they would invest $1 billion toward energy efficiency projects. This follows a June announcement at the Clinton Global Initiative, where the AFL-CIO and the American Federation of Teachers announced a similar goal that has already resulted in over $150 million in investment.

In making the announcement yesterday afternoon, former president Bill Clinton explained, ?this is a huge deal.?

A huge deal indeed, considering the economic returns that energy efficiency projects bring. According to analysis from the University of Massachussetts, energy efficiency retrofits can create more than 17 jobs per million dollars invested. That?s compared to around 5 jobs created per million dollars invested in oil and gas.

?This is a very strong commitment and shows amazing progress on these issues,? explained Bracken Hendricks, a Senior Fellow at the Center for American Progress (CAP), one of the organizations that helped pull together the agreement.

Efficiency projects have already helped create thousands of jobs. In the three month period from April to June 2011, the federal weatherization assistance program created under the stimulus program has created 14,800 jobs, according to the DOE.

And another major program unveiled this week could double those figures.

On Monday, the Carbon War Room announced it had arranged a business consortium that will invest up to $650 million in efficiency retrofits on commercial buildings in Miami, Florida and Sacramento, California. The consortium, which includes? Lockheed Martin and Barclay?s Capital, will develop projects through a local program called PACE, or Property Assessed Clean Energy.

Under PACE, municipalities issue bonds to fund energy efficiency or renewable energy projects. A property owner pays back the municipality over time through increased property taxes. The program started in Berkeley, California, and has spread to municipalities in 30 states around the country. (Due to conflicts with mortgage lenders, the residential PACE program has floundered. But the commercial sector has still been moving forward, accounting for dozens of projects around the country.)

But so far, nothing has been done on this scale with PACE. The consortium will leverage the program to finance a range of commercial-scale energy efficiency retrofits, potentially stimulating up to $2.3 billion in economic activity and creating around 17,000 jobs in Miami and Sacramento.

But it?s not just about jobs. As we?ve pointed out numerous times, energy efficiency is the most important climate solution. A recent study by McKinsey shows just how necessary efficiency investments are:

If executed at scale, a holistic approach would yield gross energy savings worth more than $1.2 trillion, well above the $520 billion needed through 2020 for upfront investment in efficiency measures (not including program costs). Such a program is estimated to reduce end-use energy consumption in 2020 by 9.1 quadrillion BTUs, roughly 23 percent of projected demand, potentially abating up to 1.1 gigatons of greenhouse gases annually.

With over a billion and a half dollars announced for efficiency retrofits in the same week, we are a big step closer to achieving that needed scale.

Obama seeks to ease doubts on global leadership (Reuters)

UNITED NATIONS (Reuters) ? President Barack Obama sought to ease doubts about his leadership on the world stage on Wednesday as he confronted a looming diplomatic crisis in the Middle East and hailed popular Arab revolts.

Obama attempted to reassert his credentials as a world statesman in an address inside the cavernous U.N. General Assembly hall even as he grappled with high unemployment and low poll numbers at home that threaten his re-election bid.

His high-profile foray into foreign policy challenges was dominated by efforts to head off a Palestinian plan to seek U.N. recognition of statehood, a move that could erode U.S. global standing and further isolate close ally Israel.

Obama's last-ditch diplomatic drive won praise from Israel, which will rely on Washington to block the Palestinian U.N. membership bid in the Security Council, but the Palestinians vowed they would not be deterred.

The president -- whose earlier peace efforts accomplished little -- insisted that Middle East peace "will not come through statements and resolutions" at the world body and put the onus on the two sides to break a yearlong impasse and return to peace talks.

"There is no short cut to the end of a conflict that has endured for decades," Obama told an annual gathering of world leaders in New York, though he offered no new prescriptions for relaunching negotiations.

Obama finds himself in the quandary of opposing a move toward Palestinian self-determination even as he hailed Arab democracy movements that have shaken -- or toppled -- authoritarian rulers in Tunisia, Egypt, Syria and Libya.

A senior Palestinian official said Obama's stance violated the spirit of the "Arab spring," and it seemed the best the president could hope for was to slow down the Palestinian statehood bid or contain the diplomatic damage it causes.

This comes as Obama's outreach to the Muslim world has already been faltering and further underscores the stark new limits of U.S. influence amid Middle East upheaval.

Obama attempted to strike a delicate balance from the U.N. podium. He sought to reassure Palestinians he was not abandoning his pledge to help them end Israeli occupation and achieve eventual statehood while also placating any Israeli concerns about Washington's commitment to their security.

He was considered unlikely to lean too heavily on Israeli Prime Minister Benjamin Netanyahu for concessions to the Palestinians, mindful that he cannot afford to alienate Israel's broad base of support among American voters as he seeks re-election in 2012.

REPUBLICAN CRITICISM

Ileana Ros-Lehtinen, Republican head of the House of Representatives' Foreign Affairs Committee, said Obama was "slow to respond to the dangerous Palestinian statehood scheme" and that he did take a strong enough stand in favor of Israel.

Members of the General Assembly, where pro-Palestinian sentiment is high and Israel has often felt ostracized, listened politely but without enthusiasm to Obama's speech.

Even as the looming U.N. showdown overshadowed Obama's agenda, he sought to rally fellow leaders for concerted action to spur the sagging global economy. He also kept pressure on the Europeans over the euro zone debt crisis.

Obama held a marathon round of bilateral talks with new Japanese Prime Minister Yoshihiko Noda, British Prime Minister David Cameron and French President Nicolas Sarkozy.

"We stand with our European allies as they reshape their institutions and address their own fiscal challenge," Obama said in his speech.

For their part, other leaders are concerned about political dysfunction in Washington underscored by a bipartisan brawl over debt and deficits that led to a downgrade of America's top-notch credit rating.

Obama's vision of multilateral diplomacy helped him earn a Nobel Peace Prize after only 11 months in office and made him wildly popular in Europe and elsewhere. He promised a dramatic shift from what was widely perceived as the go-it-alone "cowboy diplomacy" of predecessor George W. Bush.

While many world leaders have welcomed the change in U.S. tone, the euphoria over Obama's collaborative approach has worn off, and questions about global economic concerns have overshadowed "soft power" issues he previously espoused.

Obama's annual turn at the U.N. podium came at a time when he is increasingly preoccupied with Americans' domestic concerns -- a stagnant economy and high unemployment -- considered critical to his 2012 re-election chances.

Foreign policy has slipped down his policy agenda, a trend not lost on fellow world leaders trying to fathom how much of a role Obama intends to play in world affairs.

A key example was Obama's decision to keep U.S. forces mostly in a support role in the NATO bombing campaign that helped oust Muammar Gaddafi.

Obama has drawn criticism for what has been seen as a slow and uneven response to the "Arab spring" revolts engulfing friends and foes alike, and Republicans say his "leading from behind" approach undermines U.S. global prestige.

Obama also used his speech to laud the U.S. killing of Osama bin Laden, urge further sanctions against Syrian leader Bashar al-Assad and tout his efforts to wind down wars in Iraq and Afghanistan. He also called on Iran and North Korea to meet their nuclear obligations -- twin standoffs that have eluded his efforts at resolution.
