(AP) ? Michigan lawmakers want to crack down on can and bottle smugglers they say are scamming Michigan for undeserved recycling refunds, corrupting a generous 10-cent per container payback policy once infamously portrayed in a "Seinfeld" episode and which beverage officials now claim costs the state millions of dollars annually.

"Seinfeld" characters Kramer and Newman failed miserably in their comedic attempt to cash in on the refund, when they loaded a mail truck full of cans and bottles in New York and attempted to drive them to Michigan. But lawmakers say it's a serious problem, especially in border counties, and they want to toughen penalties on people who try to return unmarked, out-of-state cans and bottles for refunds.

"If you are intending to defraud ... then you should be held accountable for it," said Republican Rep. Kenneth Kurtz of Coldwater. He recently introduced legislation aimed at cracking down on scammers who drive car and truck loads of cans from Indiana, Wisconsin and Ohio ? states that do not offer refunds ? to stores across the border in Michigan.

His legislation would make an attempt to return between 100 and 10,000 non-returnable containers punishable by up to 93 days in jail and a $1,000 fine. Current law sets penalties only for those who actually return fraudulent containers.

Michigan's 10 cent-per-container refund ? the highest in the country ? was enacted more than 30 years ago to encourage recycling. Many say it's worked. The state's recycling rate for cans and bottles was nearly 96 percent in 2011. By contrast, New York, one of nine states with nickel deposits on most containers, saw only a 66.8 percent redemption rate in 2007, the most recent figure available.

Despite measures Michigan lawmakers have taken over the years, including tougher penalties for bottle scammers and new machines that kick out fraudulent cans, store owners and distributors along the border say illegal returns persist.

Mike Hautala owns Hautala Distributing, which services Gogebic and Ontonagon counties in the western part of the Upper Peninsula near the Wisconsin border. He said for every case of beer his distributorship delivers to a store along the border, it picks up about seven more cases of empty cans.

The state loses $10 million to $13 million a year to fraudulent redemptions, according to most recent 2007 estimates from the Michigan Beer and Wine Wholesalers Association. Angela Madden, the association's director of governmental affairs, said that number has likely gone down slightly because of changes implemented since, but not by much.

Bill Nichols, store director at Harding's Friendly Market in Niles about three miles from the Indiana border, said the store takes in about $6,000 worth of cans a week. He said every week he kicks out people for trying to return large garbage bags full of cans from Indiana, a state that offers no refund.

"You can go into the parking lot and look at the license plates and see that it says Indiana," he said.

Distributors pick up the containers people drop off at stores and pay the store a dime for every container. If the distributor picks up more bottles and cans than it left ? the likely result of fraudulent redemption ? the distributor is left in the hole, Madden said. If the distributor picks up fewer cans than it dropped off, the money that does not go back to the store is sent to the state. Twenty five percent of that money is sent back to retailers and 75 percent is put in a fund that pays for things like environmental cleanup, she said.

Hautala said he lost about $25,000 last year picking up more returned containers than he delivered. He said his company will recover some of that money from distributors who sell more containers than they pick up.

In 2008, Michigan passed laws aimed at cracking down on bottle fraud. One of the primary components required manufacturers to place a special mark on Michigan cans and bottles and said those containers could only be sold in Michigan or other states that have deposit laws.

A report the Department of Treasury delivered to Michigan lawmakers last fall estimated that the technology may have helped reduce redemptions of out-of-state containers by nearly 4 percent. But that reduction could also come from decline in sales, the report said.

As containers were given Michigan-specific marks, vending machines used in stores to count the cans and bottles were formatted with new technology to read the mark and reject cans that come in from across the border.

But Madden told the committee that many retailers have not yet taken advantage of the technology. She said while the state has provided funding for business to pay for the $5,000 machine upgrade, many "just refuse." If a store has an older model machine, they might have to shell out big bucks for a brand new machine that is compatible with the new technology, she said.

Hautala said only four machines are in the two counties his company serves.

And the machines are not "100 percent fool-proof," Nichols said. If a person repeatedly puts an out-of-state can into the machine, it will often accept it, he said.

Michigan is not alone in its fight against bottle fraud. Mark Oldfield, spokesman for California's Department of Resources Recycling and Recovery, said the state, which gives a 5-cent refund for most containers and 10 cents for those more than 24 ounces, is losing about $30 million to $50 million a year from redeeming out-of-state cans. The state's redemption rate for the first six months of 2012 was 87 percent.

Oldfield said a new law in California this year requires people who bring in more than 25 pounds of aluminum or plastic, or more than 100 pounds of glass, to report the source and the destination of the material to the state. Border patrol stations along the major highways near the border also gather license plate numbers and information of vehicles seen bringing in cans and bottles.

Despite their best efforts to clamp down on fraudulent bottles, a federal lawsuit may shake things up even more. In 2012, a federal appeals court in Cincinnati struck down the Michigan law that makes beverage companies put a special mark on cans sold in the state. It said the Michigan law is illegally affecting interstate commerce by dictating where cans can be distributed.

Joy Yearout, spokeswoman for Michigan Attorney General Bill Schuette, said the office has requested a stay on the ruling and plans to file a petition with the U.S. Supreme Court in April.

Wikipedia expects to offer SMSbased access within months

Wikipedia has long been pushing for access to its communal knowledge among those who can't afford the latest technology, going so far as to strike deals with carriers to deliver free mobile web viewing. It's set to expand that reach to those for whom any advanced cellphone is out of the question. In part through the help of a Knight News Challenge grant and South Africa's Praekelt Foundation, the non-profit's Wikipedia Zero effort will offer its content through SMS and USSD messages in the next few months. Curious users will just have to send a text message to get an article in response, with no web required at all. It's a big step forward for democratizing online information for those who may not even have access to a smartphone, although we're curious as to how it will handle large articles; we can only imagine the volume of messages when trying to look up the known universe.

Finance Minister Bob Richards today announced plans to raise the debt ceiling to $2.5 billion ? up from $1.45 billion ? as he painted a grim picture of Bermuda?s finances with his first Budget Statement.

Mr Richards projected a ?staggering? $331 million operating deficit for the coming fiscal year, but pledged the One Bermuda Alliance would introduce a new attitude of sensible spending to bring spiralling debt under control.

The Minister also warned public sector workers face reductions in staff compensation as part of a ?shared sacrifice?, with negotiations with unions set to commence.

Sin taxes will be increased and some seniors will have to pay for their vehicle licences, while the cost of bus passes goes up.

Further tax yields will come from a number of changes, including increasing land tax for ARV bands higher than $90,000.

However, tax incentives will be introduced for non-Bermudians buying property, and those who hire Bermudians, while tax breaks remain in place in the hotel and retail sector.

Mr Richards opened his hour-long speech by telling the House of Assembly the Island has a daunting economic challenge ahead in the coming months and years.

Retail has suffered shop closures, layoffs and pay cutbacks, he said, while tourism has seen fewer air arrivals and international business has lost jobs to competing jurisdictions.

?The human toll that these trends have inflicted is unprecedented,? said the Minister.

?Although up-to-date, accurate statistics are not available ? a result of the Island never having experienced mass unemployment until now ? we know that thousands of Bermudians are unemployed and that more are underemployed, earning less than before.

?There is evidence that hundreds of mortgages are in arrears, meaning that many people live in fear of losing their homes.

?The distress these negative economic forces inflict on individuals and families every day is intense and unrelenting. It is that pain that this Government?s plans and actions ultimately aim to relieve.?

Mr Richards said it would take time to reverse trends and trajectories locked in place by the former Progressive Labour Party Government, which he said accounted for the projected deficit for 2013/14 of $331 million.

?This is a staggering amount that is the result of weak projected revenues and a spending momentum that will take time to change, like a great ship that is slow to answer the helm,? he said.

He criticised the PLP?s approach of raising the debt ceiling on an annual basis, which he said gives the impression there is no debt management plan in place.

This year?s hike of nearly $1 billion will allow the OBA to work on a long-term strategy, he said, stressing that it authorises the limit of Government borrowing, and does not prescribe the actual amount of borrowing.

He warned Bermuda currently has a worst-case scenario of a public debt hitting $4 billion in five years, up from about $1.5 billion now, with debt service projected to balloon even further than the $134,000 projected in 2013/14.

On public sector staff, he said: ?Government will formally commence negotiations with the relevant unions regarding reduction in staff compensation.

?The overarching principle, insofar as cost reduction is concerned for this Government, is that of shared sacrifice.?

Cabinet has already cut its own compensation, and others must ?share the burden?, he said.

Taxes will go up on cigarettes and alcohol, although Mr Richards did not mention specifics other than to say the additional revenue will be about $2 million.

Meanwhile seniors in classes E, F, G and H will no longer get the benefit of an exemption from vehicle licences, following complaints the system is being abused by their family members.

A breakdown of highlights:

* Government projects an overall operating deficit and public sector borrowing requirement of $331 million for 2013/14 ? a ?staggering amount that is the result of weak projected revenues and a spending momentum that will take time to change?.

* Anecdotal evidence suggests 2012 was a fourth consecutive recession year.

* Project figures for 2013/14:

Total revenues: $871,199,000

Total current expenditures: $983,883,000

Debt service: $134,300,000

Current account deficit: ($246,984,000)

Capital expenditure: $84,609,000

Overall deficit: ($331,593,000)

* The total revenue figure is four percent lower than the original estimate for 2012/13.

* Customs yield duty has decreased by $25 million

* Payroll tax concessions extended for hotel, restaurant and retail sectors

* Worst-case scenario ? Bermuda?s public debt will reach $4 billion in five years., with debt service of $300 million annually.

* Best-case scenario ? debt rises to just over $2 billion and then declining.

* Debt ceiling will be raised to $2.5 billion, from $1.45 billion.

* Government to begin negotiations with the unions to reduce compensation for public sector staff.

* A two-year payroll tax holiday for Bermudian hiring.

* Licence fee for non-Bermudians purchasing property will drop from 25 percent to 8 percent for 18 months, rising to 12.5 percent thereafter. For condos, it drops from 10 percent to 6 percent, rising to 8 percent after 18 months. For PRC holders, it drops to 4 percent, rising to 6 percent after 18 months.

* Duty on cigarettes, tobacco and beer, wine and spirits will be raised to bring Government an extra $2 million.

* ARV bands higher than $90,000 with be adjusted to increase land tax yield by $3.4 million.

* Seniors in classes E, F, G and H will no longer be exempt from vehicle licences, with a 3 percent increase in all vehicle licence fees. This will yield an extra $2.2 million.

* The cost of bus passes will be raised to yield $500,000.

* Corporate Service Tax Rate will rise from 4 percent to 6 percent, raising $1.5 million.

* Additional funding will be given to police for extra manpower.

* $30,000 goes to the Police Complaints Authority for an investigator.

* Career Pathways programme at Bermuda College will be expanded to help Bermudians into jobs currently held by non-Bermudians.

* Primary care services will be provided for those without insurance, who lost out when the Indigent Clinic closed.

Back in October Apple introduced the iPad mini. We posted our iPad mini review, of course, and you told us how you felt about it in our iPad mini forums. But that was first blush. That was the romance and judgement of something new. It's been 4 months now. It's been a third of a year with a smaller, lighter form factor, and a non-Retina display. So it's time for a checkpoint. How has the iPad mini held up? If we dismissed it before, has it grown on us? If we embraced it, have we fallen out of love? How are we using, or not using, the iPad mini now, some 4 months later?

I don?t actually own an iPad mini, but we do have one in our household and so I have used it quite a bit. My first impression of the iPad mini still stands 4 months later -- I like it. As soon as I saw it revealed, I loved the thinness of it and the smaller size too.

Having now used it, I do feel that it is just a bit small for my personal needs; I watch a lot of video on my iPad 2 and take a lot of handwritten notes which is much easier to do on the larger screen. Having said that, the portability of the iPad mini is a really attractive option.

I will be replacing my iPad 2 when the next generation devices hit the market this year and I will have an important decision to make then. The whole Retina debate doesn?t bother me all that much but if the rumors are true, both devices will have it then anyway. The iPad mini is an awesome iPad there is no question about it but it may just be too small for me!

I picked up an iPad Mini on launch day and immediately fell in love. It's not a perfect tablet - there is no such thing - but I think it might very well be the best tablet out there.

I've already decided that come next generation I'll be grabbing a larger storage, LTE-enabled version and it's going to replace my in-car GPS (an aging and cranky TomTom unit - so sue me, I'm old fashioned) and my Verizon MiFi. I'm all for cutting back on the number of devices I carry around, and if I can take three devices and turn them into one, so much the better. I'm so much in love with my iPad Mini that I want it to do everything. That's the mark of a good product, no?

When I first purchased an iPad mini, I really wasn't too sure how I would take to using it in my everyday workflow. My iPad 3 had always done well for me and I didn't really see myself replacing it this early in its lifecycle. I figured if I didn't use the iPad mini, I could always sell it.

After a few months, I actually find myself using both iPads regularly. My iPad 3 now stays at my office and gets used strictly as a point of sale and work tablet. I'll take it with me to Starbucks occasionally in order to get some writing done but now that keyboard cases are available for the iPad mini as well, that may change -- the mini is much easier to carry around.

While at home, I never really used my iPad 3 a whole lot. I do find myself using my iPad mini quite often though. The size is perfect for reading and lounging. I just always found my standard-sized iPad not as convenient for casual browsing and always ended up using my iPhone. Now, unless I need to make a call, my iPhone typically goes on the charger once I get home, and I pick up my iPad mini to relax.

Everyone's mileage may vary and most people certainly won't have a need to use two iPads on a regular basis but the iPad mini will fit many people's needs just fine for the price and the size.

When the iPad mini was first announced, I was excited about a smaller, lighter, more portable iPad, but since it wasn't given a Retina display, I assumed I would only be my "purse iPad". When I picked mine up at the Apple Store, my first thought was "the cutest iPad, yet!", but I still didn't see myself choosing it over the gorgeous screen of my iPad 3 while at home.

I was totally wrong. In fact, I rarely use my iPad 3 these days. Yes, the screen is far superior on the iPad 3, but the size and weight of the iPad mini wins me over every time. It's perfect.

The iPad mini is also perfect for my 2-year-old daughter. For younger kids, iPads are easier to use than iPhones and iPod touches, but have always been a little heavy for them to handle. The iPad mini, however, is just right. It offers developing motor skills a larger screen without too much added bulk.

The iPad mini is the best iPad I've ever owned.

I loved the iPad mini when I first got it. Cute. Portable. Light. What's not to love? However, over time, I've stopped using it almost completely. When I want to work, I want my 11-inch MacBook Air. From writing to surfing the web, I want a real, old-school computer to help me get things done. And because of its size, it's almost as portable as a full-sized iPad anyway. When I want to game or do light work, I go to my iPad 3. The bigger screen is just better for gaming, better for surfing, and better for typing. When I want to be mobile, I go to my iPhone. As well as an iPad mini fits into a pocket or purse, the iPhone fits even better.

So, between my MacBook Air, iPad 3, and iPhone, there just wasn't any place in my life for the iPad mini.

When Apple announced the iPad mini, I thought the lack of Retina display would be a deal-breaker for me. I'm a design diva and I was sure 163ppi would be like sandpaper on my pupils. During the course of my initial iPad mini review, however, I found out I was wrong. Most of the time, after a few moments, I didn't even notice the lack of Retina. Aside from small text, I grew to barely notice it at all. I was too busy doing stuff.

The big boy iPad was always a laptop or tabletop device for me. I carried it in my bag to use as a mobile hotspot for my MacBook, and I pulled it out and sat up with it to read, watch videos, and otherwise enjoy myself when I wanted to relax. But I couldn't use it in bed -- it was heavy enough to tire my arms and dent my face -- or while walking around, Star Trek crewmember-like.

The iPad mini isn't. Because it's lighter and smaller, it's even better to keep in my bag as a mobile hotspot, and even better to use while lying down and walking around. I've even used the iPad mini as a phone, not as ideally as my iPhone, but more than well enough.

I've grown to use the iPad mini as my primary tablet. I use it for everything now, from surfing the web to gaming to reading to light blogging... you get the idea. There are only 3 things I still break out the iPad 4 for: reading comic books, which are designed for a size closer to the iPad 4's screen, watching epic-level video, which is more engrossing at a larger size, and for those rare occasions when I want to travel and get a good amount of work done without a laptop.

If I weren't still bound to my MacBook Pro. If I didn't still use Photoshop and Final Cut Pro far too much to cut my truck cord any time soon, I might find the full-sized iPad a better replacement. With my current use case, however, as something I need to fill the gap between laptop and phone, the iPad mini remains my go to.

Google increased the amount it spent on lobbying the US government 90 percent year-over-year in 2012, according to data compiled by Fortune. The company ended up spending $18.22 million, easily beating out any other American technology firm. Microsoft, in fact, came in second place with $8.09 million, despite likewise increasing its spending. Other major tech businesses that funneled more money toward lobbying last year included HP, Facebook, and Amazon.

Several tech businesses dropped the amount of cash they spent, including Oracle, IBM, Intel, Cisco, Dell, and Apple. Apple notably shrank its spending to $1.97 million, despite being one of the most profitable corporations in the world. An LD-2 disclosure form reveals that the company tried to sway politicians on topics such as digital textbooks, taxes on repatriated overseas profits, and EPEAT environmental standards.

The commander-in-chief, who?s on a golf vacation over the Presidents? Day Weekend, joined Woods, U.S. Trade Representative Ron Kirk, and Houston Astros owner Jim Crane, who also owns the?Floridian Yacht and Golf Club in Palm City, where they all played.

Though the two have met before, this marks the first time Obama, an avid golfer, and Woods have ever teed up together.

No word yet how the president did.

Ever have a relationship that qualified as "faithless love"? If so, you're in good company: Almost all adults in the animal kingdom have also experienced, if not a faithless love, then at least a faithless pairing.

Faithless pairings are so common in the animal kingdom because only a handful of animal species practice true monogamy--defined as pair bonding between a male and female, which exclusively mate with one another, raise offspring together and spend time together.

The pair bonds of some monogamous species may last for the long-term, even perhaps for a lifetime. Those of other species may last for only the short term, perhaps for only a single mating season.

Who's your daddy?

All expressions of true monogamy--whether characterized by short-term or long-term pairings--have long been considered to be a rarity in the animal kingdom. Nevertheless, since the advent, in the 1990s, of DNA fingerprinting--which is similar to paternity tests used in the courts--scientists have discovered that true monogamy is even rarer than previously believed.

As it turns out, many species that were once considered to be truly monogamous really practice what is known as social monogamy. This form of monogamy is defined as pair bonding between a male and female, which mate with one another, raise offspring together and spend time together, but may nevertheless occasionally mate outside of their pair bond.

Scientists call such outside matings "extra pair copulations."

DNA fingerprinting has revealed that even swans--those icons of love and fidelity--may participate in extra pair copulations, probably during quick, furtive trysts. What's more, about five to six percent of pair bonded swans ultimately "divorce" for unknown reasons.

Looking the other way

The frequency of extra pair copulations among socially monogamous species begs the question: Why would any socially monogamous species tolerate promiscuity?

No one knows for sure. But one theory is that females may tend to pair bond with males that are particularly good providers and offer potential stability, but are lured into extra-pair copulations by males that offer "something else" not provided by their pair bonded partner.

That "something else" may be superior genes, as reflected in the male's physical features, such as his weight or resistance to disease, or his control of particular resources, such as a large territory.

On the other side of the pair bond, males may seek extra-pair copulations in order to increase their chances for reproductive success--even if it turns out that their pair bonded partner is sterile or genetically unfit in some way; through promiscuity, a male may fertilize multiple females, and thereby avoid putting all of his genes in one basket.

How rare is rare?

Some statistics on the frequency of monogamy in the animal kingdom:

  • Not a single mammal species has, thus far, been definitively shown to be truly monogamous. (Nevertheless, individual pairs of mammals may be truly monogamous.) Scientists now estimate that only about three to five percent of the approximately 4,000+ mammal species on Earth practice any form of monogamy.
  • Before the advent of DNA fingerprinting, scientists believed that about 90 percent of bird species were truly monogamous. But paternity testing suggests that the reverse is true: Scientists now believe that about 90 percent of bird species are socially monogamous, and that true monogamy among birds is the exception rather than the rule.
  • Some insects, including cockroaches, are monogamous.
  • Any form of monogamy among fish and amphibians is exceedingly rare.

Because of the paradigm-shifting revelations produced by DNA fingerprinting, many scientists are now reluctant to classify any species as truly monogamous until it has undergone rigorous DNA fingerprinting.

Possible reasons for monogamy

The ultimate purpose of life for each individual animal on Earth is to reproduce, and each individual that reproduces successfully helps perpetuate its species. Building on these facts, some scientists believe that monogamy evolved in species whose members are more likely to achieve reproductive success through pair bonding than through promiscuity.

Such species may include those whose populations are relatively small and dispersed: in such cases, the male's investments in monogamous pair bonding may yield more offspring than would his investments in repeatedly searching for hard-to-find females.

Another theory: monogamy may have evolved in some species in order to support their special care-taking needs. Consider, for example, Emperor Penguins.

Until an Emperor chick becomes independent of its parents, it must be protected in its colony from the harsh Antarctic elements and from predators by one parent, while the other parent travels back and forth to distant seas to feed itself and gather food for the chick--dual responsibilities that a single mother could not possibly fulfill on her own.

Therefore, monogamy may have evolved in Emperors in order to support the intense parental cooperation needed by Emperor chicks. This theory is supported by the fact that once Emperor chicks become independent of their parents and thereby outgrow their need for cooperative parental care-giving, the overwhelming majority of Emperor parents (about 85 percent) permanently part ways. (Adult Emperors practice serial monogamy, and usually form a new pair bond every breeding season.)

Also, some scientists believe that monogamy may have evolved in some species because their young can be cared for by both of their parents. Such species include bird species whose young survive on food brought to them by both of their parents, which are equally equipped for the task. Because the monogamy of such species supports fatherly care-giving, and thereby promotes reproductive success, the evolution of such species apparently favored some form of monogamy, as the theory goes.

By contrast, baby mammals must be fed via breast-feeding--a need that obviously can only be fulfilled by females. So, almost by definition, the males of most mammal species are generally unequipped to help feed their young. Therefore, such species would not necessarily benefit from a social structure that supports fatherly care-giving, and so their evolution would not necessarily have favored monogamy, as the theory goes.

However, theories about the evolution of monogamy that are based on its support for fatherly care-giving are countered by the fact that the males of some monogamous species do not typically help care for their young-even though the reverse is apparently true: All species in which males typically help care for their young are monogamous, as far as we know.

The joy of monogamy

While environmental factors may influence the evolution of monogamy, so too may genetic factors. Some possible genetic influences on monogamy have been discovered through recent research on prairie voles, which form lifelong social attachments. Specifically, this research identified special hormone receptors located in the reward centers of the brains of male prairie voles. Such special receptors may give the voles a sense of pleasure from monogamy and taking care of young, and thereby help promote these behaviors.

This research also involved transferring the special hormone receptors of prairie voles to other vole species that are promiscuous and do not form social attachments. The result: the promiscuous voles became monogamous, like prairie voles.

What's more, the prairie voles' special receptors are very similar to receptors found in the brains of humans and bonobos. Bonobos, or pygmy chimpanzees, display empathy and maintain strong social bonds. By contrast, these receptors are not present in the brains of common chimpanzees, which are less empathetic and more-aggressive.

These results suggest that the special hormone receptors may influence species-to-species differences in social structure. In addition, individual variation in these special receptors among human males may help explain some of the individual variation among men in their attitudes towards commitment, monogamy and marriage.

Probably because varied and complex combinations of genetic and environmental factors influence the reproductive behavior of each species, virtually every species that practices true monogamy or social monogamy expresses their monogamy in a unique way. (See slide show.)

Westwood mixes politics and fashion

LONDON (AP) ? Few designers so consistently mix fashion with politics, or manage to secure her fans' adoration with the same looks almost every season. But Vivienne Westwood is not any designer.

The flame-haired grand dame of British fashion on Sunday sent her models walking down the catwalk in her signature tight-fitting dresses and nipped-in jackets, then in the finale joined them wearing a T-shirt emblazoned with a giant image of her own face and a slogan that read "I am Julian Assange."

As always, Westwood was less interested in talking about her designs than about climate change, a subject she has long campaigned about.

"There's no latest thing, it's all rubbish," she said, brushing off questions about fashion. Instead, she patiently explained to reporters why she feels so passionately about her climate change campaign.

"Every small thing you do can really change your life," she said. "And the first thing they must do is inform themselves, believe the scientists . then they'll stop being consumers and start being more interested in the world."

It's anyone's guess how many people attending the Vivienne Westwood Red Label autumn collection shared her enthusiasm, but the crowds were clearly taken by the designs shown on the catwalk, which was held at the Saatchi Gallery.

Although the makeup was startling ? chalky white faces paired with eyes and lips outlined in stark, cartoonish lines ? the clothes lived up to her legendary fame.

Jackets and blazers were beautifully tailored to accentuate the waist and hips, and dresses were draped in all the right places to draw the eye to the curves. The palette highlighted a delicious plum, teals, and metallics.

There were dramatic pieces, for sure: a metallic zebra-stripe was printed on coats and a striking prom style dress with stiff underskirts, and an iridescent foil-like tight biker jacket that shimmered purple and green was paired with harem pants dripping in sequins.

Westwood has been selling the Assange T-shirts to raise support for the WikiLeaks founder, who is living in the Ecuador's Embassy in London. He is seeking asylum from the country to avoid extradition to Sweden to face sexual assault questions.

She recently wore the shirt when she went to visit Assange in October.

The Aloha Swim Center is allowing true doggie paddlers to make a splash this afternoon.

Well-behaved dogs of all sizes are invited to attend a first-ever "Doggie Paddle" swim session at the pool today.

The event is the last one at the swim center before it closes for three months to make seismic upgrades, a project funded by the?Tualatin Hills Park & Recreation District's?2008 voter-approved bond measure.?The pool is scheduled to open again on May 20.

Space is limited, so call ahead or register online to make sure you get a spot.

  • The schedule is the following:
  • Police dogs (Beaverton Police and Washington County Sheriff) , 2-2:30 p.m. (this session is free to observe).
  • Large and medium-size dogs (40 already enrolled), 2:45-3:30 p.m.
  • Large and medium-size dogs (30 enrolled), 3:30-4:15 p.m.
  • Small dogs (10 enrolled at this time), 4:15-5 p.m.

There are a few basic house rules to follow:

  • Participating dogs must be licensed and current on vaccinations.
  • Dogs must be at least six months old.
  • Leave other pets at home.
  • Keep dogs on a leash whenever they are not in the pool. They must wear a collar in the water.
  • Do not bring female dogs in heat.
  • Disobedient dogs may be sent home.
  • Owners must supervise dogs at all times.
  • Dog owners are encouraged to bring towels to dry their dogs and pet waste bags to clean up messes.
  • Tennis balls will be provided, although owners may bring water toys.

Thunderstorms, Hail to Threaten Southern California Tuesday

The cooler air invading the California coastline today is only the beginning of dramatic changes in the weather for California this week.

After a warm start, the weekend is ending on a cooler note along the California coast with the return of an onshore flow.

The entire state will turn even cooler as a potent storm system drops southward along the West Coast Monday night through Tuesday, bringing rain to the valleys and dropping snow levels in the mountains.

Rain will first develop along the coast of the Pacific Northwest late in the afternoon Monday into Monday night with some light snow expected for interior Washington and Oregon.

This storm will gather additional moisture as it quickly drops southward into northern California by Tuesday morning.

Rain will spread into Crescent City, Eureka and even San Francisco by the midday hours on Tuesday as snow levels drop to around 2,500 feet in the Sierra Nevada Range.

Some rain will even make it to Fresno and Los Angeles by the afternoon hours, which could lead to some slick travel by the evening commute.

Steady rain could fall for a time Tuesday afternoon and evening in Los Angeles and San Diego with potential accumulations from one-fourth to half of an inch.

AccuWeather.com Western Expert Ken Clark said if the wind trajectory sets up correctly, there is the possibility for up to an inch of rain across some portions of Southern California with this storm.

Snow levels will also drop in the mountains outside of Los Angeles to below 3,000 feet, which could lead to travel slowdowns along the Grapevine north of the city.

AccuWeather.com Meteorologists are also concerned that there is enough cold air associated with this storm to generate a few thunderstorms across southern California Tuesday evening.

Any storms that do form could produce small hail.

This storm will quickly eject into the Four Corners by Wednesday morning bringing rain and low snow levels to Utah, Arizona, and Colorado.

This system will eventually fuel an even bigger storm over the Plains by the end of next week with rain, snow, and even some near-blizzard conditions.

I have been an Xbox fanboy for as long as I can remember, but when it comes down to it the Playstation 3 is so much better now. The cost of PSN+ gets you free games, ACTUAL discount on games and offers a lot more than Xbox Live is currently offering. People need to look neutrally when the new consoles come out, and see what Live and PSN are offering, cause as much as the fanboy inside you wants you to buy a certain console, you NEED to get your monies worth when it's so difficult to get nowadays.

O man stop banging on about kinect and get out more. Nobody is forcing anybody to use kinect unless U buy a kinect only game. And nobody is forcing you to buy a kinect only game. The moaning is really getting old now. I've never used kinect in any off the kinect supported games, and I have kinect. If I fancie a dance ill go up a club or something, ms isn't forcing me to buy dance central now are they.

Here come all the complaints that the Xbox no longer caters to hardcore gamers.
Turn Xbox on - put in disc - wait for game to load. There. Hardcore gamers catered for.
Personally I cannot wait for the next Xbox reveal. All the news so far has me excited. Yes the Kinect parts too. I do enjoy taking out my Halo or Skyrim disc and playing a few kinect games with younger siblings or drunken friends.

I think I'll wait a good while before jumping into the next-gen consoles. Although I didn't buy a 360 at launch, the whole RROD fiasco has made me rather cautious when it comes to launches - worth waiting a while with your money to make sure there isn't a high failure rate, and hopefully you'll save some money from buying it later. Not only that though but to get a better idea of what the two consoles offer - when I bought my 360 to me it was the better option, but at this point in the gen the PS3 feels the much better option (mainly due to PS+).
I'll most likely pick up both consoles in the long run, but for now I'll just play the waiting game

I'll most likely get both a PS4 and a 720, but what we learn when they are both announced is what's going to determine what console I choose as my main next gen. If Sony has a better overall console, online and off, I will probably pick up the PS4 first and use that as my main console.

Microsoft is the devil we all know this pretty soon we will have to be connected via I.V. and our wallets will have to be weighed on a scale attachment so xbox knows how much money we have.... but last i checked nobody is forcing anyone to buy the next console. if you dont like the features of the system then dont buy it, im sure you can think of plenty other things to spend your kinkos paycheck on

The Sony press event has me curious too. They aren't going to reveal anything too big as then they would miss the chance to compete at E3. I think the best thing Sony can do is just outline the new online service skipping most of the detail, confirm or deny a couple of rumors (used games, new eyetoy, touch screen controller, etc) and show some teasers of first part games.

At the end of the day all people care about is what exclusives do they have, how is the console different, and how do you control it.

But as a few said I am curious to what the ps4 announcement will show I mean regardless if I want to buy it or not its great for the industry as that will push Microsoft to make sure they are doing there best not just for the casual but also for the gamers (as we have heard of blacktusk making 4 next gen exclusive titles) 343 is sopposdly working on a halo 2 remake on the halo 4 engine a new pgr game from a team made of original pgr people and burnout guys so so far the news of gamers is pretty good.

I read this article on the PS3T site first. Here are some of the comments from there:

@16 Just out of curiosity, why would you stop paying for it when you're aware of the benefits. Would you not rather pay for PSN+ than for Live? I'm pretty sure the incentives to put the money to PS+ are a lot more of value than your Xbox Live membership. Not completely aware of how it all works because I don't own a PS3, but I stopped paying for live long ago when I could no longer justify my purchase. I'm 100% sure I could justify buying PSN+ though.

@19, because they feel the need to prove their better as gamers. Just like PC gamers do over console gamers.

Truth is, we're all gamers and console/system should make one gamer better than another.

I'm sure both the new Box and the new Playstation will be great, despite all these awful rumors. I just don't know which one I'm going to get...

I love the Xbox. But i won't let my love for the xbox have anything to do with my decision about buying the PS4 or the Xbox 720.
If Sony impresses me more than Microsoft, i will gladly toss away my GS. Microsoft has started to fill the 360 with so much shit that i as a gamer don't need... And if they are going to make the 720 ``An entertainment system that every household is going to need`` and focus less on the gamesystem then actually makeing a fucking game console, I will abandon the Xbox ship.

@24 I constantly see folk banging on about PSN+ just out of interest do you think Sony will still be doing it nextgen? And what benefit would it be to someone like myself who has played 450+ games to date? Final question does installing it after downloading take the same time it takes to install off the disc?

Haven't used my ps3 when it took over an hour to install MoH Airbourne 4 years ago. Also do they have cross game party chat on the ps3 yet?

Serious questions.

@8 Did you not hear the rumor that the next system might come with a Kinect that you HAVE TO use for the whole thing to even work? I don't want to talk to or wave at my Xbox. So if the rumor turns out to be true then yes, they ARE forcing it. Time will tell.
